Not in CFPUA's treated water, no — and this is the question we get asked most in Wilmington. After the 2017 revelations about Chemours discharging GenX into the Cape Fear River, CFPUA built out deep-bed granular activated carbon filtration at the Sweeney Water Treatment Plant, an investment reported at roughly $91 million including ongoing carbon replacement and testing. CFPUA's 2025 Drinking Water Quality Report puts the annual average for GenX at 0.10 parts per trillion and PFOA at 0.03 ppt, against a federal maximum contaminant level of 4.0 ppt for PFOA. Those are extraordinarily low numbers, and CFPUA is one of the few utilities in the region running treatment specifically targeted at these compounds. If a filtration company is still selling you on GenX panic for a CFPUA address, they either haven't read the current report or they're counting on you not having read it.
Does Wilmington have hard water?
No. CFPUA's 2025 report lists hardness in the main Wilmington system at 50 ppm, roughly 2.9 grains per gallon, with a sampled range of 39 to 62 ppm. Legal, and well within limits — but individual sampling sites ranged as high as 48.6 ppb for TTHM, and these are the compounds most homeowners are actually tasting and smelling. Carbon filtration removes them effectively, which is why carbon rather than softening is the right first system in Wilmington.
What if I'm on a private well near Wilmington?
